Abstract
The purpose of this study is the development of a mathematical problem High Order Thingking (HOT) evaluation type. By using the design research method type of development studies (development research). The research process is preliminary and formative evaluation consisting of self evaluation, expert reviews, one-to-one, small groups and field tests. The process of collecting data using document techniques, walkthroughs, tests, interviews and observations. The results of the data can then be analyzed descriptively. This research produces valid and practical questions and potential effects. For the validity of the questions can be seen from the results of the walkthrough with the expert, the process of expert review to students through one to one. The practicality of the questions can be seen from the use made by the teacher and students do not experience difficulties. The potential effects of the questions can be seen in the process of small groups and field tests to see students' mathematical literacy.
